Long hang then no drive

My friend is trying to do an FTP install with the regular floppy image, it 
takes like 30 minutes to even boot, then when you select root disk it 
doesn't recognize any drives.  Does anyone know what could be wrong:

Primary Master: Seagate ST31277A
 Primary Slave: Quantum Maverick 270A

 Other hardware in the machine:
 ATI Mach32
 3509b-TP
 3509b-TP
 SB-16---Creative-matsushita/kotobuki(panasonic) CD-ROM (2x?)
 OS is reporting 82434LX/NX Chipset
 (Mercury/Neptune) Though I'm pretty sure it's LX (Mercury)
