pty issue when users reach 30+

I am having many pty allocation failures on a system I run. I have
tried simply "mknod"ing them but this doesnt seem to help ...
is it safe to edit /usr/src/sys/conf/GENERIC
pseudo-device pty 64 # pseudo-terminals
and change this line to a larger number of pty's and rebuild the
kernel?
will this fix my problem of running out of pty's?
