The EU normally will only grant you a maximum 50% of your costs, 
so you will have to find the other 50% somewhere else. The EU
only pays *after* you have incured your costs, and it basicly takes
about 6-9 months before they pay your costclaim.

They sometimes do give a 'advanced payment' ie, you get 30% of the
projects costs in advance but you have to provide a bank guarantee
for it.

Also note that the 6th FP only gives money if there are two or more
partners from different european countries, it's not like 'writing'
software you also have to do 'some' administrative work, ie write
progess reports etc.
