3.3-current - few newbie type questions

I am not a newbie per se, but seem to have some basic questions I could use
some advice on ;)
I am using open 3.3-current and quite pleased....however I have noticed the
following and was wondering:
A. /var/mail is mode 755. I have 2 applications (mutt and pine) that need
/var/mail to be mode 1777. I would prefer NOT to change modes, but dont
know of a work-a-round. My last OS (solaris) was 1777 by default...just
like /tmp.
B. GCC with propolice. This sounds great. Do I have stack protection on
whenever I compile programs from source, or do I need to add a CFLAGS
-fstack-protector to my env prior to compiling?
C. TCP
net.inet.tcp.recvspace = 16384
net.inet.tcp.sendspace = 16384
These seem quite low. Normally, I would crank them right up to 65536, but I
wanted to see -if- and -when- this would be appropriate. I am seeing
excellent transfer rates and the machine seems to rock. When might this
need to be upped and how does one tell?
