I don't know the contract details that you have with UPENN or someone
else but I'm sure that there is a contract if so much money is involved.
Does that contract (between you and your contract-partner) allow them to
stop funding immediately? Are there no periods of notice or something
similar?
You should consult a lawyer (if you did not by now). In Germany there's
something called compensation (german word is "Schadenersatz") that
might help you out, at least as costs are concerned that have been
fixed.
You wrote about a "promise". Do you have this written down?
Please excuse me if I write self-evident things, that you checked out
already, but I couldn't find anything on this in the emails, yet.
