But I do not do bridging and my pf.conf does not do NAT... So

alone ?
i took the question "Is pf routing alone ?" to mean "does enabling PF
enable IP routing" which it does not (route-to statements
notwithstanding).
in all fairness, i don't think the OP was very clear, and we're all just
assuming at this point.
