Did you install xetc36.tgz ?
The XKB configuration files have changed, so you need to install at least /etc/X11/xkb from the new snapshot.


Another problem occurs with xdm. If I login as root and start xdm, it
works. However, if I start it from the rc script, as it should, I don't
get any keyboard response (mouse does respond), can't login and have to
reboot.

This looks like you have enabled a getty process on the VT used by X (as defined in /etc/X11/xdm/Xservers
