I think you can disable all passive mode transfers for Net::FTP in the 
libnet configuration file. They are stored in your Perl lib directory. 
I've always answered the configuration question during CPAN shell 
installation (install Bundle::CPAN) when it asks 'I see you've installed 
libnet before. Would you like to update/modify your configuration' so I 
can't be more specific.
