Forcing DVD/CD speed down to 1x

Hi,

Just built in my new DVD drive. Problem is:
While playing audio CDs using e.g. cdio it's very quiet, but when
playing Video DVD using mplayer, it gets horribly loud. I get the
impression, it is running at full speed, although this would probably
not be neccessary.

Reading mplayer's docu, I came across this file:
/usr/local/share/doc/mplayer/drives.html
where they describe how to force down the rotational speed of a CD-Rom
drive on Linux using hdparm and on FreeBSD using cdcontrol.

Now OpenBSD has neither hdparm nor cdcontrol. Question is: Is there
a command for achieving a slower CD/DVD rotational speed? (scsi(8)
comes to mind, but I couldn't figure out of the manpage how to do it).

Regards,
Daniel

Oh, and just in case, dmesg (GENERIC 3.6 release):
