OK. We can probably rule out pf as being involved here.
I'd guess this is down to your switch/hub. You're not losing any
packets. Some are just taking longer than others. I think this is quite
normal behaviour, or at least it looks remarkably similar to my
installation (OpenBSD 3.6 firewall, various Linux/Win clients).
If there *is* something wrong, then I have the same problem!! :-)
Can you repeat the test without the switch involved ?
