openssh and new mail notify on login

I am running Openssh and tcsh for my shell.
When I telnet in I am notified I have new mail:

"You have new mail."

But when I ssh in, I am not seeing this. I think Openssh used to allow this 
via sshd_config, but wasnt it removed...and now shell dependant?

Can someone point me out as to what I am missing? - Since telnet works for 
new mail notification, I had thought my env was fine...
