I don't think they are expecting that. FSF simply wants to recognize the
work he has done leading the OpenBSD project, advancement of network
security, etc. and I would certainly hope Theo accepts. Let's be honest
here, there is a fair amount of common ground between the FSF and the
OpenBSD project, and I don't see any good that would become of snubbing
an award like this.
