subdir naming policy

The following is the only case in the ports tree (excluding
infrastructure) where there is a collision on a subdirectory name:
chinese/hc Port: zh-hc-3.0
math/hc Port: hc-1.1
Is this (or should this be) against policy?
I'm asking because I've been using a symlinked 'ports/All' directory
for a while now without problem - except for the above case.
