You can produce a patch the actually removes the files you want removed
by running cvs rm on the file you want to delete in the checked out copy
and then using the -N flag to cvs diff. In your case do the following.
cd /usr/ports/sysutils/socklog
cvs rm patches/
cvs diff -uNp > ~/socklog_2.01.diff
Please repost a proper diff.
