Sources for log_accum2 and commit_prep2?

I noticed that the CVSROOT/loginfo and CVSROOT/commitinfo files refer
to the Perl scripts log_accum2 and commit_prep2.  Are these licensed
under the BSD license?  Are they available from anywhere?
