"IPsec" capitalization standardization

There are several different capitalization forms for the word "IPsec"
in the tree (ipsec, IPSEC, IPSec, IPsec). This doesn't look good.
I believe that the correct form is "IPsec", as it is the one used in
RFCs 2402, 2406, 2410, 2411, and 2709. On the other hand, RFCs 2207 and
2408 use "IPSEC". I propose that references to IPsec be standardized in
the tree, except, of course, for references that are otherwise
stylisticly correct in another form (i.e., preprocessor statements,
variable names, etc.).
I've built a patch that does just that for the src tree:
