Ah, reinventing the wheel. :-) Have a look at

The stable version does exactly what you want to do, use ioctls and be
unportable (but it's Linux unportable). The current developer version is
more advanced and uses Audio::CD which uses libcdaudio and is thus
portable. I have a port of the current version on my homepage, but as
this version has problems with unknown CDs (it does not create an empty
file were you can enter the information), I have to wait for another
version to get the port committed.
