(just brief form, for busy pepople)
I suggest changes to /etc/netstart on system.
I - Move static routes to _one_ file (for example /etc/routes) & add
code to /etc/netstart to parse & set it on reboot.
II - At end of netstart run script (for example /etc/netstart.local)
to complete network initialization with custom actions before
/etc/rc continues.
III - Bug ? I guess /etc/mygate (and multicast routes) has no effect
with GRE/GIF tunnels (i.e. default and multicast routes to
gateways via tunnels do not set automaticly).
