Try upgrading the firmware to something newer.  I had similar problems with 
a Netgear MA311 card, and at the time OpenBSD didn't work that well with 
newer firmwares.  I think 3.5 added support for newer firmware, and I'm now 
using the MA311 (in a different machine, not in HostAP mode) without 
problems.
