firewall setup

I hope this is the correct forum for this question;

I'm attempting to build the Invisible Firewall at openlysecure.org 
using OpenBDS 3.6. My current problem; ipf does not exist on the 
machine. I did a search via  find / -name 'ipf*' and the list is 
empty. I tried a fresh install just in case I missed something but 
the results is the same. I've looked for /etc/ipf.rules and it does 
not exist. Also according to the directions /etc/rc.conf should have 
contain ipfilter=NO and ipnat=NO, but the lines are not in the file.

Can anyone shed light on the missing ipf?
