cbq borrow with altq

hi,
I do some dynamic shaping with my 3.6 OpenBSD box, ALTQ  andPF. I use
CBQ with the 'borrow' option, but i found that the borrow didn't work
maximaly. As exaple, a parent 64Kb have two child with 32Kb each, when
I use one child and the other one is empty. it can still borrow from
it's parent, but I can't not rearch 64Kb with borrow option in CBQ,
any sugestion ?
