Oops, yes, you are correct. If VA_UTIMES_NULL is not set, it will return
whatever error suser() has returned (presumably EPERM).
Since VA_UTIMES_NULL is new to me, I have no idea if/when it should be
set? (I'll look at that and check it for my server.)
